Resolution for Consideration at the September 9, 2019 Meeting of the Kings County Democratic County Committee

WHEREAS Article 6, Section 5(4) of the rules of the Kings County Democratic County Committee (“County Committee”) states that, “The Committee on Finance shall have the duty to procure the necessary funds to defray the expenses of the County Committee,” and “shall keep an accurate account of all monies received by it and pay the same to the Treasurer of the County Committee,” and

WHEREAS Article 4, Section 4(B) of the rules directs the party’s Treasurer to produce a quarterly written report of the party’s income and expenses, and Article 5, Section 13 requires that report to be made available on the party’s website, and

WHEREAS annual financial reports filed with the Board of Elections show that the party’s closing balance decreased from $641,673.10 in July, 2011 to $32,833.95 in July 2019,

THEREFORE, BE IT RESOLVED THAT:

A. The Chair of the Kings County Democratic County Committee’s Executive Committee (“Executive Committee”) shall convene the Executive Committee’s Committee on Finance within 90 days of adoption of this resolution and shall ensure that all members of the County Committee are afforded the opportunity to be considered for appointment to this Committee on Finance. The Committee on Finance shall be convened prior to the work elsewhere described in this resolution is commenced.

B. This Committee on Finance shall continue to meet at least twice per year.

C. The Committee on Finance shall issue a report in oral and written format at the next meeting of the County Committee immediately following the meeting where this resolution is voted upon. The written report must be made available at least 10 days prior to the meeting at which the Committee on Finance presents its report by being posted on the www.brooklyndems.com website. The report shall provide the following: (1) expenditures and revenues of the County Committee for the prior 5 years (2013 to 2018); (2) initial recommendations to improve the County Committee’s financial standing; (3) initial recommendations to improve the County Committee’s internal financial controls.

D. The Executive Director of the Kings County Democratic County Committee shall aid the Finance Committee in the compiling of the aforementioned report.

E. The Treasurer of the County Committee shall produce a written report of income and expenses pursuant to Article 4, Section 4 (B).

F. The written reports of the Committee on Finance and the Treasurer shall be made available on the www.brooklyndems.com website at least 10 days prior to the next lawful County Committee meeting immediately following the meeting whereupon this Resolution is adopted.

G. At a minimum, 30 minutes shall be made available at the next lawful County Committee meeting after this Resolution is adopted for the Committee on Finance and the Treasurer to present their respective reports as set forth in Paragraphs C and E of this Resolution.

H. At a minimum, 30 minutes will be made available at the next lawful County Committee meeting after this resolution is voted upon for members of the County Committee to ask questions of the Treasurer and members of the Committee on Finance regarding their reports.

I. This Resolution further urges that Members of the County Committee retain an impartial third party auditor to review at least the five past years of party expenditures and revenues, covering 2013 to 2018. Audits should continue to be conducted on an annual basis.

J. Said audit shall be made available on the www.brooklyndems.com website at least 10 days prior to the lawful County Committee meeting following the completion of the audit.
